60fps is more than enough for anything that isn't first person shooting competitive games.
Also you can always just not use ultra settings.

I thought that before I bought a 4K OLED TV, but games look absolutely incredible on it at 4K. Way better than the 1440p/165Hz IPS monitor that I use. The clarity of everything is incredible. Ironically, the game which stands out above anything is Horizon: Zero Dawn, which is both a console game and only checkerboard 4K, yet it somehow looks better than anything on PC. It's like magic or something.

There's your problem. Antialiasing and anistropic filtering are too negligible to give a shit about at 4k.

Traditional aa is all but dead almost every game uses txaa

There's like 3 or 4 settings that are massive resource hogs in RE2, the biggest being the volumetric lighting and fog, turn them down from high/ultra to medium and framerate goes up 50%.

you can reduce volumetric fog to medium and save a good 15 fps. 90 avg fps on best hardware in newest game is pretty decent if you ask me

What AA/MSAA/FXAA/TXAA settings look ok but are not demanding? Is it even necessary at this high resolution?

4k is barely on the cusp of not needing AA. That said TAA looks good when you leave the camera still but blurs up the image in motion, not worth it unless you're taking screenshots of pretty stuff.
