Hiker here, I'm happy when a trail snakes up a steep hill because walking straight up them can be very exhausting but snaking is far less strenuous.
This looks like a driving road and it's probably in an area that they needed a road in but didn't necessarily want to completely destroy with some big ass bridge. Plus that's some pretty steep for cars to drive up

Autistic answer: amount of payload a vehicle can carry up a grade is strongly correlated by that grade. Moreover - braking effort when going down is very strongly correlated with it as well. At certain point the elevation gain takes over all other sources of drag. If you want to have a sensible load/vehicle mass ratio, then you want to have as easy grade as possible.

That is why in civil engineering it is preferred to build roads and railroad at a consistent, low grade. In practice 10% is the maximum a loaded lorry can go when going up and it gets sketchy then. On railroads 2% is considered a significant grade.

For significance of grade look for Spiral Tunnels. Why braking is important, take a look at San Bernardino train disaster from 1989.

Pic related: Tehachapi loop - a railroad loop that adds significant distance to a train route, but it makes it faster anyways, because it makes grade more consistent.

Wheels on a train are conical, actually, not flat, and as a train turns, that cone compensates of the turn to a great degree. Moreover, wheels are mounted to what is called a 'bogie' or a 'truck' in US parlance, which is allowed to rotate. Lastly, outside rail in a turn is usually slightly higher then the inside one, to tilt the train slightly into the turn. Its called counterelevation.
