The PE ratio is just a measure of risk in buying the stock. AMD is one of the few silicon makers who was actually positive after missing the earnings call. Because they are breaking their way in to markets traditionally held by the competition. So while they didn't meet earnings, they are in the drivers seat with products ready to launch in Q1-2 to expand on the earnings. Intel and Nvidia are in freefall because of AMD eating every bodies lunch. If only because AMD are at zero and climbing.

Intel is a questionable buy right now. Their market is shrinking and they're slowly losing to competition from the various ARM makers and Apple. They still have a retardedly huge and state of the art manufacturing capability so they're betting on next gen technologies that may never pan out as a last hope. AMD has no advantages over Intel. AMD is so far in debt that they don't even have the luxury to bet on pie-in-the-sky R&D.
