My work is on windows.I have to stay on winblows. Have to keep it, but at least managed to reduce stuff into barebones. even checked for minimal triggers in the system outer shell, it does whatever I want it to do and nothing much. cutest win at least.

You probably have a slow or dying hard drive or not enough swap. Browsers also cache to disk so even if your tabs don't cause you to swap out there will be massive performance issues. Using Windows just worsens the IO issues, since it tends to thrash drives pretty badly compared to Linux.

And what early-00s Pentium exactly? Please don't tell me it's a Pentium 4 or D... But even something as obscure as a Pentium M is so slow by now that it is nearly unusable for heavy webpages.
I have 250gb ssd, don't think hardware is the problem here. But you're right about the IO.

If you already have an SSD (and have benchmarked it and verified it performs well) then your only option to make a rig like that work is to switch to Linux.

Implementing the standards is a ridiculously huge task in itself, but even if we did it, the browser would run like shit, because other browsers are years ahead in terms of optimizations and of course webpages are made with them in mind. Then there's the problem of using a relatively new and therefore insecure browser instead of one that has the security worked out for the most part.

Dude, i've got some bad news for you: there is no such browser. They're either resource hungry or are nastily circumcised and don't support important stuff like addons or adblocking or even fucking javascript.
Use older version/fork of Firefox, there's probably no other option if you want proper browsing experience on that piece of mammonth shit.
Oh, and install ganoo/leenux. Not saying gentoo because your laptop won't handle all the merging stuff.

Vivaldi had a surprisingly low ram usage on my end, but its based on chromium and might or might not be selling data, if you care about it. Cant remember the actual numbers, sadly, since I've tested it like a year ago.
Ok I have a suggestion.
Take any of the modern open-source browsers and make a custom build with JavaScript JIT disabled. Some things will run slowly but you just cut the attack surface in (at least) half and it's not gonna use nearly as much memory.
Take back control of your computer by refusing to JIT.
