If you’re going to be wanting to carry your computer to classes, coffee shops, libraries, study spots, gaming at friends places, I would recommend dropping around 1200-1400 on a strong laptop.
The 400 poor man rigs made by Dell and Lenovo and the like, are fine but they don’t hold up to the strenuous nature of a college mans laptop. And they become kinda slow and outdated maybe 2 years after you buy and you want the thing to at least last you all 4 years. And hopefully a few past Uni into your grad school or working life.

If you buy that 500 dollar rig, I bet my left nut you’ll find yourself buying another computer in 1-2 years because it’s broken, glitched, stopped working, or just not quality parts. And realizing your cost of ownership would be better anyway investing in a quality machine, and taking damn good care of it for 5 years.

For any decent college student in a reasonable program (STEM or even the mainly writing intensive majors) you’ll be doing a whole lot more on the thing than “taking notes”.
Most good note taking is handwritten, or self drawn figures, flowcharts, diagrams, to generate actual learning.

It's really down to personal preference. I used my friend's 144hz 1080p TN display here and there, and while it is butter smooth, the larger resolution/size of 1440p and better picture of IPS won me over.
