depends on what for desu, if it's to host a shitty blog pretty much anything will do
if it needs lots of bandwidth, you chose one with unlimited bandwidth
if you're doing something like torrenting/hosting pirated shit you chose one that ignores DMCAs
if you're using it for an IRC bouncer you find one with good uptime

FlokiNET supports free speech and ignores DMCAs, and they offer some VPS service themselves, I think. But, I like VC and the memes. So I use cockbox.
FlokiNET hosts some major torrent sites too.
