It has little to do with i/o performance. The security mitigations are known to affect things like minimum fps and overall frame stuttering. Go ahead and launch an game and benchmark it.

Correct but compounding security mitigations affect core latency which causes the fps dips and stutters. This has been such a well observed phenomenon that people UNIRONICALLY recommend turning windows updates on intel systems completely off day 1.
If you have all of the mitigations applied run a gaymen benchmark and record 1% and 0.1% fps. That is your proofs, don't take anyone's word for it. After that wether installing fresh windows install and disabling updates completely removes all mitigations is unknown.
