If you're on windows unironically just stick to mpc hc. IMO MPV is only worth using on Linux, since mpc-hc is plenty good and easier to setup in windows.

If mpv is screen tearing your setup is beyond saving. mpv is practically screen tear proof in all DE's, including XFCE, when is fullscreen mode.

Add the "TearFree" option to your xorg.conf. It is usually off by default.

Check the refresh rate set in Windows and see if it matches your monitor's. I don't use it but that may help.
