Pretty much this. Community policing is an inherently flawed implementation of law and order that works with smaller communities but it doesn't scale. It amazes me that larger websites and communities still use it despite tons of evidence that it doesn't work effectively. The only way really to fix Jow Forums is to put all IPs in a graylist and then whitelist over time for good behavior. All posts should get checked using a trained AI with machine learning that first determines if the hard rules (i.e. advertising, etc) is broken and if not, second, rate the post on some quality factors that again otherwise to see if it is a shitpost or not and then decide to silently rate the poster and ban/rate-limit the posts. Will probably need some way to put context in it too so people who post when new products are out on boards like Jow Forums don't get banned or other events which might affect accuracy. Posting might take longer and people probably won't take it well so it might have some initial time to really break in the community to be effective, but I think it would probably be leagues better than what happens now. Probably could also selectively allow someone to challenge the AI's ruling like appeals for bans now but overall I think the error rate only has to be a bit worse if not equal to humans to be effective. Costs are high upfront so Hiro would never do it but it would eliminate the volunteer work needed and the anti-moderation pepe spammers would wish back for the volunteer janitors.

I don't think your idea is bad, however like you said, think the costs and time for implementing and mantaining such program. Volunteers are always needed unless you can think of a more cheaper way.

Go read the GPL, smooth brains. When you publish code under it you get paid in future changes to the program, which the license requires. Free software isn't free. It actually costs something. That something just isn't a dollar amount. This keeps the code open source forever, and it keeps all improvements open source as well.
