Having said all of this, most people would love free sattelite internet, even if it was part of a government botnet. Normies don't care about privacy to that extent. So the reality will be that this grid will have a superpower to back it, and thus it won't have to face risks from other superpowers. Right now it looks like americans will do it first, so it'll be the american government's free internet for the world.
Zuckerberg tried sending a satellite to space for this purpose using a SpaceX rocket. The rocket blew up destroying the satellite which wasn't insured. That was the end of everyone's willingness to help the Africans get internet.
