My full time job is video editing and it's 25% faster than the 8700k I'd love to go lower but I can't pass up on 25% render and export times. The part I'm stuck on is GPU do I go for a 1160, 2060 or 1060 my budget is £200-£300 I only play a few games and they all run on shit hardware so it's purely for video editing

Well the 2060 is expensive because it has the RT cores dedicated to raytracing. All the 20 series GPUs have this tax. Currently, the RT cores are not used by any video editing software. So avoid the 20 line to get more value. That leaves you with the 1160 or the 1060. I can't decide that one for you.
