16GB for a general-purpose desktop system, 8GB is fine if it's an ultraportable or something like that which won't get anything beyond casual use. Anything more than that is only required for fairly specific use cases, in which case you should know exactly what sort of hardware you need for your software.

512mb is the bottom line, 2gb is perfectly fine, 4gb is optimal, 8gb is good but you won't use it all, 16gb is getting a bit on the silly side, 32gb is nonsense.

depends on the OS you are installing and the programs amount of stuff you will do i used to run win7 and do mostly web browsing on chrome with 2GB ram... also did some programimg and image edition on GIMP
