38c idle isn't all that much and peaking out at 71c with full load for +15mins in prime95

Neither AMD or Intel automatic overclock boosts across all cores. All core overclocking is only achievable with a manual overclock, regardless of manufacturer.

My 4790k was 4.0 - 4.4 GHz auto. But only two cores ever boosted to 4.4. Every other core was 0.1GHz down after that. (4.3GHz, 4.2GHz) I had to manually set my overclock to have every core boost to 4.8GHz.

My 1800x will only boost to 4.0GHz on two core automatically. Every other core can only achieve 3.7GHz. By design. You need to manually overclock to have every core boost to 4.0GHz.

This is nothing new. Phenom II was the first AMD processors to get Turbo and for example, the six core 1055T and 1090T only turbo'd across three cores unless you overclocked manually. The Core i* series was the same for Intel. Right from Nehalem it only boosted some cores depending on load, unless you overclocked manually.

Also, leaving your computer permanently clocked across all cores is a waste of energy and hard on the chip. Morons up the voltage, tweak the multiplier and consider it done.

Software bugs are not fixed on the hardware. Email Adobe and ask them why the software they ask $3000 for does not work on all the hardware they claim to be compatible.
