Free only for your own internal use. If you use it in other food, sell it, or hand it out to other partes in a combined dish or whatever else such thing, the deal is that they also get it for free, no matter who they may be (includes original provider of street food table). Something like that.

This guy got it right. It's not like he was just getting rid of the software because he didn't want it anymore, he was distributing it so that others who wouldn't be able to afford commercial software had a chance to use the technology. It wasn't just given away, it was given on the condition that one wouldn't use it to be enterprising because, if you were in such a situation, you should be purchasing software licenses.

Not even that. You can run an enterprise as long as you respect the same-favor-fully-extended-to-everyone nature on the copyleft software side.
For instance, it's legit to be contracted for extra customization work on the software or security testing, or deploying it for a company, or consultancy work, or ... many other things. Just the software and any bits you add/modify/sell needs to remain copyleft at all times.
