Those two peers could already be at their max outgoing connections, they possibly haven't opened their ports, they could have badly configured their client (or you could). There are tens of reasons why a torrent has seeders but none of them are sending to you.

I liked qBit but it will stall and fuck around unnecessarily.

The last time I tried to download something I saw it was stalled, so I downloaded Tixati and started the same torrent as entered into qBit torrent. qBit hadn't even gotten a byte of data before Tixati was at 20%. So I just killed the process and purged it.
