Difference is Wingblows 10 straight whores you out to the CIA niggers, while windows 7 was less aggressive overall and you could (almost) fully get rid of it.

It was the last Windows version with a consistent GUI made by professionals.

To be fair, it depends on the application. Windows itself requires DWM enabled, but 3rd party apps might implement their own vsync, like games do.
