SD had a limit of 2 GB.
SDHC went up to 32 GB, but really just because it specified FAT32 and Windows refuses to format anything over 32 GB FAT32. Larger SDXC cards can usually be used in "up to 32 GB" devices so long as you use a 3rd party program to format it to FAT32.
SDXC goes up to 2 TB.

There's usually no modification of the hardware or software on the device to support over 32 GB. Just format the card as FAT32 and a stock "up to 32 GB" device will take it. I have 128 and 200 GB cards in my 3DS, R4 card and Clip+, all of which only support up to 32 GB.

3DS has the same problem. It makes for a longer boot time, but once you're in you can go from one game to another without additional delays. You just have the longer times for going in and out of DS or GBA games since those involve rebooting to a different hardware mode.
