Why has Windows never managed to look good? Mac has pretty much always looked nice. Linux basically gives you the choice of being ugly or beautiful. But Windows seems to be irreparably unattractive. Is it it the lack of Unix history/inspiration?

They don't hire good designers + they don't allow people to straight take the wheel and change it however they please, outside of a few things like colors, icons and wallpapers. Anything else is "power user" or system file modification shit which MS is against. In previous versions of Windows, there weren't that many changes between updates so you could get away with it, but these "feature updates" make sure that you're not fiddling with shit that they don't want you to fiddle with.
macOS would have been the same if they hired shit designers as well. It doesn't look amazing now but at least the dark mode is 10 times better looking on Mojave, that's for damn sure. They don't fuck up with consistency. Hell that dark mode even works with ancient applications such as Cog.

Both windows and macos have a service manager. Systemd is basically a rip-off of the macos launchd.
The criticism against systemd was that it made linux too windows-y. And a lot of people preferred the set it and forget it scheme that have worked for years.

I can confidently say that the flickering isn't a bug, but a deliberate feature that signals to you that something has been placed into the Recycle bin, to prevent accidental deletions.
