What does Paludis have to offer, in practice, over Portage nowadays? Last time I checked it's not significantly faster, despite being written in C++ instead of Python.

Pretty much all of the issues Portage had at the time, towards which Paludis was started as a response, have been fixed. Every additional feature Paludis provides is now either built into Portage or provided by additional tools developed by the Gentoo team, not to mention that the codebase has been massively cleaned up and reorganized. It's now a mature, solid piece of sottware and not in the same state it was when Paludis was started.
Also, as mentioned, Paludis is surprisingly not much faster than Portage despite being written in C++, and sometimes even slightly slower. Development has also been incredibly slow and almost inactive in the last few years (there have been relatively little commits in the last 2-3 years, most of them extremely minor, and that's on the git repo).
There is really no reason to use it over Portage.
