I don't use KDE because it has way more options than I need and I barely touch the GUI of a DE anyway. Xfce covers everything I need and doesn't add a ton of non necessary stuff

Create a file like .config/plasma-workspace/env/portal.sh with this content:
export GTK_USE_PORTAL=1

Restart your kde session.

Not on my machine, tracker and wayland are the most guilty of this but even disabling tracker and switching to x11, it is still a laggy piece of shit, just go into it's "menu" and it takes full two seconds to render all icons, along with a major stutter when moving up and down, and in fade-in/fade-out effects on icons. Tested on Fedora 29 and CentOS 7, might not be the latest version, but both GNOME and Fedora are RedHat's little babies (and, indirectly, CentOS too).
