That is a template email, and it wasn't really sent from your account. If you want to make sure it wasn't, go to the "Sent" section of your email account, and it shouldn't be there.
Even if you were previously hacked (as you claim), if you enabled 2FA, changed your password, and ran a malware scan, you're pretty much all set.

1. He sent this email from a spoofed email address. Basically, he could literally type in what email to send it from without ever having to log in. If you go to your outbox, like the other user said, and the "sent" mail is not in there, then this is what he did.

2. Your email password was leaked in a recent database leak. Go to haveibeenpwned.com to check your mail and passwords.

3. There actually is malware or a keylogger on your computer through which he got your info.

I'd say these are ranked in likeliness of having happened.

Any above-garbage tier mail service will just reject mails that fail/soft-fail SPF/DKIM. Same domain / different user will also be rejected. This has been baseline antispam for at least half a decade.

It is possible to fake the sender address afaik, so if he did log into your e-mail account and sent a mail to you from it, then you should most likely 1) also have the same e-mail under sent e-mails and 2) have one of those automated "we detected a login from [whatever location] to your e-mail account" messages in your inbox (unless he deleted them). If he did log in, that still doesn't mean he has a video of you, just that your password to some other account got leaked, and you used the same password for your e-mail which allowed him to log in. I got a similar scam e-mail (except it said "I know your password, it is ######", but it was a password for some account on some other site, not my e-mail). It is a well-known scam. If he really did have a recording of you, he would have sent a screenshot or something to prove he's not bullshitting.
