eh, I pay a fair bit more to have top tier internet. There are two main providers in my area, the the lowest tier on 1 is 100/100mbps and the other is 400/20mbps, both for $45/month.

Fiber optic cable costs around 10-15k per mile. That's just the cable. I do think being a millionaire is a necessity to building your own ISP.
Anyone can reasonably host their own server, so no. I should clarify, while I have thought about this a lot, I don't quite yet have the exact definition of "reasonable to replicate by the common man". It's more or less on a case by case basis that I decide whether or not it is reasonable or not. A restaurant is reasonable to make, but a chain isn't.
