Intel chips are pretty resilient. At least the older ones were. I've installed maybe six Intel chips over the years, and never had a problem like this. I think the motherboard is the problem.

Try the chips in a different motherboard first. I don't think they are the problem.

Someone else told me that, that someone else just suggested the fucking cleaner, which is how I ended up with the ED 40. Also, couldn't settle on 70% or 90%. This side effect might the beneficial in the short or longer term, but it is not the intention of the original product.. It is not an electrical contact cleaner, it is actually really fucking bad for electronics.

You might get away with it but it will fuck you eventually unless you use something proper

WD-40 makes contact cleaner for electronics. Specialist ECC I think it's called. I used it a few months ago to clean all my hardware. High pressure, doesn't leave residue. Was like $7 on amazon.

You can use just about any cleaner on electronics. If youre not sure if it is conductive or not, wipe it down with 90%+ iso alcohol after.

I do computer repair and we often use shit like windex and goo gone for liquid damage cleanup because the just so happen to dissolve whateven is on the board. Always wipe down with alcohol afterward.
