Weeell, I sort of get where he's coming from. The main problem with small sensors is the noise, but if you have multiple small sensors imaging at the same time you could effectively eliminate the noise to achieve better results than a DSLR. The downside is it won't work for photographing any really close stuff.

each sensor is tiny. dynamic range is largely a function of sensor size to pixel density, so without ~10 sensors I don't see this competing with a full frame dslr

This does not even compete against a point'n'shoot camera. Any old DSLR is 10x better than anything mounted on a smartphone.
