VPN's don't keep you anonymous, don't treat them that way. They ideally keep the sites you visit from knowing who or where you are, but you can never know if the VPN company gives away your date. "No logs" is a meme. Pick based on speed, price and stuff like being able to avoid VPN blocks, some offer a special method to do that but I don't know how well that works. Don't pick based on "security". If you want anonymity, use tor, not VPN.

You over estimate the capacity of the state to handle what will literally be trillions of data points without a fast way to identify anyone, specially when it isn't a crime. The logic to bring someone to court over this circunvention of law is that to keep porn from open access of children it requires a license, a VPN requires a credit card for purchase and as such, for the person to be over 18 anyways. In order to make it a crime they'd have to literally outlaw porn all together or out law the usage of VPNs.
