At least for Google and Facebook, breaking them up won't help. The problem isn't their size, the problem is the business model (selling advertising). All the spying and privacy violations directly follow from advertising. The only way to solve that is to make selling ads no longer a viable way to make money - which won't break them up, it'll put them into liquidation. I doubt the Dems will do that because the press (which is very much allied to their side) is so heavily dependent on ad revenue.

Windows needs to be available from at least three different vendors, and its code opened and released under an open source license.
DirectX needs to be fully opened in its current state, and either made an official standard that companies can safely implement with no worry of patent litigation down the road, or discontinued entirely in favor of current open Standards.
Office needs to similarly be opened up and required to implement stable support for standard formats.
Then all their other little businesses like Skype or the Xbox need to be spun off to stand on their own similarly subjected to both open code and standards compliance restrictions.

Also, Android is separate from google, they are not dependent on each other, imagine if Microsoft or Apple go broke. The current software and license still work, just no updates. Ads can continue being a viable business model, but highly targeted ads can't.
