The kernel was developed last because it was more important to make applications that people could contribute to on their proprietary Unix which was already popular at the time. This is why there was a large focus on emacs and gcc, then when the kernel became available you could run the whole system on free software.
If they made the kernel first there would have been no emacs or gcc or anything and they would have been faced with the task of getting people to install an OS that had no software available for it. Which would have been pretty difficult.
GNU as a userland is still quite successful, it's been ported to basically every major OS and provides a consistent POSIX-style interface everywhere. This is why sometimes you see the term GNU/Linux.

What Stallman did wrong was settling at GNU/Linux instead of GNU. GNU/Linux makes people think there's something (GNU) added to the Linux OS they know and of course people see this as trying to steal credit and stick to calling it Linux. Simply GNU does not have the problem of this misunderstanding.
