I have a general idea of what I would allow, and how much policing I would do, but one thing I'm not sure of is if I should set them up with an adblocker or not. On one hand, there's the psychological manipulation of advertisments, not to mention the potentially malicious code living in them, tracking, shadow profiles, etc. On the other hand, I would want them to be aware of ads, and be able to say, determine a fake download button or not get caught in some obvious scam if they ever don't have access to adblock for some reason. Basically, I don't want a child of mine to be at the mercy of advertisers, but I don't want them to be naive to their tricks either.

Block everything at the router. Whitelist web sites on request.

Give him a computer with a command line only system and basic printed out instructions on how to RTFM, and set the home internet connection as a security break-out game. Also attack and expose the vunlerabilities I set up in his computer and shove it in his face until he figures out how to fix them.
