No, you need a flash drive with the image burned to it or a CD DVD and drive.
Grub rescue is pretty much the starter for Linux. You turn the key, grub comes up and starts unpacking the OS.
If you don't have a PC to use, unfortunately you will have to borrow one.
You MIGHT have a chance with on board rescue but that's going to install the OEM windows install.
