No, it isn't viable. Nobody has solved the spam problem yet. The closest you can come is with designated user accounts, or federated and proof of work. Most importantly, THE CAPTCHA ISSUE IS NOT SOLVED. Host a onion chan instead like Daily Stormer, much easier and still impossible to take down. There's no point in making it decentralized.
