Normal Power Supply Units or PS, have their wires go continuously from the device to the circuit board in the Power Supply.
Modular power supplies have a separate cord that attaches to the side of the power supply giving you a bit more flexibility in how your power gets distributed, and another point of failure? No, I have never seen that side connector fail or have a significant voltage drop.
The next question is how good is your powersupply? Most powersupplies age, and provide significant less currant, and less voltage, lowering their output. Better powersupplies age much better and do not have as much degredation ( source: Toms Hardware Page ).

Bets off if you have a Compaq or eMachines, or basically any Apple product. All those power supplies are utter garbage.

If you don't know the difference, you're destined to fail setting it up, put the wrong cable in the wrong place and fry your system. Just buy regular psu
