Yeah, low turnout is partially why it doesn't make sense for people to bitch about the popular vote. A state's population is already taken into consideration when calculating how many electoral college votes it should have. California and New York going blue has the same amount of votes whether 1 person voted in the whole state or millions did. People that try to make a point of "He didn't win the popular vote!" never understood how elections work. Once you win the vote in your state, having more people show up to confirm what your state already voted for doesn't make you win harder, their EC voting power was calculated by population already.
