Wrong. On the original UNIX machine at Bell Labs, the /usr/ directory was actually the "User" directory. It was located on a second, slower disk. But when the primary fast disk started running out of space, more and more stuff bled over anto the second disk, into /usr/. Later the guys at Bell Labs got a third disk and created /home/, and moving all user data over there.
/usr/ stands for user, even tthough the function has changed. Universal or Unix system resources is a backronym thought uo much later.
