How do I make xfce look comfi

Make everything dark, download docky

Download the mint icons/themes and oxygen cursors.

Literally all of the others are awful.

Greybird theme or whatever it's called, go get whatever icon pack you want from xfce look.

I downloaded themes but even after placing them in the folder I still don't see them. Does it have to be in a root folder?

the old clearlooks gtk2 theme is nicer
id agree if you said TDE. they have the BeOS them, the CDE theme, the classic mac "platimum" theme, etc. etc. down to an art, and it remains exceedingly functional and frugal in resources.
plasma has a few neat (read:gimmicky) desktop effects, but it pales in customization to xfce
