It's all about what you're interested in. Find channels that match you're interest, then at some point you find or you're invited to other channels, etc.

despite assholes in this thread claim irc is dead .... it isnt
nowadays messaging systems asre proprietal without any APIs so you are forced to use their clients (slack, discord, ...)
one good piece software is telegram but its more IM than IRC alternative. yes it does have chatroom and channels but doest seems like it got much attention
irc is still very alive if you know what to look for.
