He did. He snapped like Lazlo Hollyfeld in Real Genius when he realized the scope of his project was to reverse engineer xerox/copier encryption so documents could be retrieved from the cache. The facility tried to lock him down (who knows what would have happened to him if he hadn't gotten away), but Terry escaped the building, and while trying to leave the grounds, an attempt by security was made to stop him by running in front of the car. That was a serious mistake.
Terry ran over the "glow in the dark cia nigger" and exited into civilian population. The police were called and gave chase. At some point Terry's car became disabled, or blocked, or something, and he escaped on foot. He was apprehended and brought to the ground and wrestled by four police officers. He was handcuffed and put into the back of a police car. At this point, some kind of wizardry (Or direct intervention by God) allowed Terry to escape from the back of the police car while still in handcuffs. He couldn't get very far, and during this second escape attempt on foot, he fell, wrecking his knee, which was never the same again.
The injury to his knee and the successful escape attempts made it a slam dunk for him to be "hospitalized" in a secure facility, and when he came out, he was placed on all sorts of psych-drugs, and there's no telling what kind of MKUltra shit they did to him while he was in there trying to break him. They didn't understand what they were dealing with though. Terry always had great reserves of fighting spirt, and he had a space alien in his pocket.
