JASC disappeared years ago when they got swallowed up by Corel and then pumped full of bloated code which continues to this day.

The best simplest most efficient and useful image editor on the Windows platform at this point in time is Paint.NET - it supports a lot of plugins, even some for Photoshop, and it's so fucking tiny and fast to load.

It just takes some time to get used to it, and while I do have Photoshop installed and use it occasionally, PSP7 as I mentioned above and Paint.NET do the majority of my image editing needs very quickly and efficiently without any muss or fuss.
