It's a chip covered in resin. Its the cheapass way to connrct and secure some integrated circuit to a pcb.

It doesnt connect or secure anything. It just makes sure it stays put and is another barrier for people to analyse PCBs. Chances are the chip underneath has no markings either.

Maybe thatll help. As he says though, he destroyed the connections of the chip to the board taking the resin off, but its a chip underneath without the packaging you normally see a chip looking like (pic related)

Not all chips are like that. The ones without the normal packaging also use the resin for heat dissipation.

Most chips have normal packaging and might be covered by resin.
