I think that there is actually a security tag inside the laptop. It's a refurb. I think some security-conscious companies use those to stop people taking the laptop out of the building. This is my theory anyway.

Thinkpads do have the ability to beep at low battery. I've had it disabled by the previous owner on 3 of the 4 thinkpads I have though.

ThinkPads do have that, I disabled it in the BIOS on my T60 because it did it when I connected/disconnected the charger and it was annoying as shit. It isn't hard to fix if you aren't mega rarted desu.
