If they were both based on exactly the same architecture, 4GHz single core would in general be better.
But chances are they're not, so get the newer one.

CPUs were never meant to go over 600mhz, the electrons travel too fast and if significantly past 600mhz they can't get enough oxygen and suffocate, this is electron abuse promoted by the jewish shintel antimatter brigade.

You can't compare processors by their clock rate alone. The difference between, say, P6 and Nehalem is staggering.
Theoretically, if they are equal in everything but clock rate, then, by Amdahl's law, 4GHz is better than 2 2GHz because the concurrency always requires a certain overhead. However, that doesn't take into account that you will require less thread/process switches with 2 cores. So it's very hard thing to decide on, go and see benchmarks.

They do this for smartphone/table processors. Cores are not the same speed, they have for example 2 strong cores and 6 not as strong cores.
Making calls, listening to music and everyday idle can use the weaker cores to save power. Recording/playing HD video, games, other possible intensive operations can have strong single thread performance on the strong cores.
