In most case performance gains are within margin of error, so unless you're running some very specific compute heavy tasks it'll be a significant net loss.

Yeah, there really is little need for Gentoo to exist beyond doing the leg work for Google's Chrome OS. You'd be pretty hard pressed to find a processor in use these days that is so anemic that you'd need to go to the extremes of fiddling with everything. If you did find yourself in such a situation, remember, time is money, and you would be better suited to get a job and buy some new equipment, rather than dicking around with trying to wring some performance out of a potato.

The time and processing power spent on compiling packages doesn't really gain you anything. If it takes you 4 hours to compile a browser in order to shave a second off the amount of time it takes to load when you open it, what are you really saving? Especially when you have to go through this every update.

gentoo is never really about performance gains for most people
it is about the build system and being able to seamlessly patch or include new programs/library
good luck with that on distros with binary packages (how many hours of your life will you spend making rpm packages?) or with lazy repo maintainers (upstream fixed something? wont be in the tree for 12 months because "unstable"). Want something used in a newer library versions? tough luck, your other packages were not built for it.
