You just described the perfect use case for a Chromebook. I own a clapped put Dell Precision M4800 and a 2015 Toshiba CB2 with 13.3" 1080p IPS screen. Get close to 12 hours per charge on a 3 cell battery

Just buy an X220, it'll last longer and do web browsing as well.

Buy a used thinkpad.

Most of the time it would just be running off the mains, the battery life isn't so important actually

If you don't need the battery, a used laptop from a few years ago will have decent specs and be in your range.

Used Elitebook (2570p for example)
Used thinkpad

If you really don't want a used business notebook, the only thing I can come close to recommending is out of your budget.If you really want a 1080p screen for under 200 britbongs, you's pretty fucked. Look for an ideapad 330 or something I guess, or like an acer/asus piece of shit that'll fall apart on you.
