No it doesn't. recaptcha has never stopped spam (for an easy example, look at /v/'s WoW classic and EGS threads, both of which are made by bots); not only have bots always been able to get through it by just running through chrome with a dummy gmail logged in, but you've always been able to pay google to get past it.
The point of Recaptcha isn't to stop spam, it's so that Google can skim profit off it.
