I was able to get kernel that low only on core 2 duo, I think I pushed kernel to 1.753sec and the userspace to around 2secs, in short it booted in 5secs to window manager, but it took 15 secs for bios to start loading the os.
I also need to create my own gtk, qt and icon theme.

You mean the 7sec kernel, no idea if it includes syslinux timeout, but I don't think so, I think he is booting kernel directly from uefi shell.

you can add blame as an argument to that command to see what services are actually started when you boot. there's probably quite a few you don't need. you can start by disabling them.
