Install Debian with XFCE, or Windows 7 Starter.
With that CPU I'm sure that this thing can browse the web just fine. 720p shouldn't be a problem too, but YouTube will probably lag a little. For games, it can emulate anything below PS1, so you have a ton of Gameboy Advance and SNES games to play too.

This. Go for XFCE because it can be made to look nicer and it's really lightweight.
If you want to go full on head first, try a window manager like i3 or dwm on something like Debian.
