Does anyone know any minimalistic software for downsizing video files without too many other options?
I got a bunch of 1080p anime that I want to convert to 720p to save space, but I don't want to muddle with some enterprise-grade video editing software just to change the resolution a bit.
Is there any software specifically for reducing video file sizes?

Use HEVC instead, you can keep the quality but get a smaller file size.

It's a huge improvement for low bitrates and a reasonable improvement for medium bitrates. For high bitrates AVC is still the king.
Also x265 kinda sucks if you want to properly preserve grain.
