while it's not hard to block ip ranges of VPN providers as they show up, VPS's on the other hand, are used for all kinds of legitimite purposes, hosting websites and email, if you block all VPS providers, you will block tons of things besides people using them as proxies, and since everything [can be] encrypted, you can't just single out proxy traffic over legit trafffic from a single server
even in my case, i also host a legit business email service and website from the same VPS
i can also ssh into (therefore proxy through) my desktop back home (though it's not as fast, so i only do that if i need to), that's just some random residential line, how can they block those? there won't be anything left
