The closest thing to a private tracker is Utatane which is some old shitty Napster/WinMX based software where hoarders still hang out for some reason. Basically you need to please some Japanese fag to let you download his files or trade for something, that's how stupid this thing is. There are some private servers too where you can leech freely instead of having to trade.
These days almost all new releases are actually supplied by filthy gaijins and taiwanese chinks.

KFC was pretty much pure JP too. Most of the time people supplying JP games are actually based in Hong Kong. It's a historical thing that dates all the way back to the 90s BBS days. It's easy to get pre release supply there. In the US that's true for people based in the NYC area. 90% of people I ever recruited to supply pre release games came from the NYC metro area.
