Yes tablet. If it's only for what you specified you can get a tablet with much better specs than any $200 laptop/desktop. If anything you can get a stand/keyboard attachment for it so he can type without touchscreen.
Buy something used and buy a new case. He will appreciate you being handy and making something for him.

Chromebook, sub-200 new. 4GB of ram should be plenty enough for web browsing/YouTube. If he really wants a tower just put it inside an old emptied out tower; run cables out for power, mouse, keyboard and monitor (heads up: this has a micro-hdmi port you'll need a $2 adaptor for)
