Not an expert but if I understand correctly, this can only happen with sites that use both a non-secure and a secure version? Google automatically redirects to its secure version; explicitly specifying http instead of https doesn't work.

Don't remember the config setting name, but if I disable "safe browsing" in the UI it doesn't do it anymore. Guess you can dump the config with it enabled and disabled and diff them to figure out which one it might be.

It doesn't redirect, if you don't specify which protocol when you type in the URL, it assumes you mean an HTTPS connection and tries that first.

Use Smart HTTPS. HTTPS Everywhere is a curated, predefined list of redirects for large sites with HTTPS access. Pretty sure 4channel isn't on there yet for example. Smart HTTPS just takes you to HTTPS on every HTTP page hit and reverts if not available.
